Delay Of Short Rains Worsens Drought Situation

The Government with support from UN Agencies and 89 state and non-state actors have scaled up targeted response interventions to address current drought and reach the most vulnerable in the community.

 

According to the National Drought Management Authority (NDMA), the sectors being addressed are water, livestock, agriculture, health & nutrition, education, security and social protection.

 

In a press statement on the current drought situation, the authority said that the Government and County governments have spent Sh22 billion on interventions.

 

“Last week, the government, through the National Drought Management Authority, disbursed Ksh984, 636,000 to 91,170 households under the Hunger Safety Net Programme (HSNP) regular cash transfer portfolio in the counties of Marsabit, Wajir, Turkana and Mandera,” the statement said.

 

The Authority CEO Lt. Col. (Rtd) Hared Hassan noted that each household received Sh10, 800, while a further Sh10 billion has been disbursed under the Inua Jamii cash transfers and Sh4 billion for relief food distribution and emergency relief cash transfers.

 

The drought situation has continued to worsen in the ASALs and some pockets of counties outside of the ASALs as a result of the four failed seasons and the late onset and poorly distributed 2022 short rains season.

 

With the deterioration of drought, the number of people in need of humanitarian assistance currently stands at 4.35 million in the ASALs based on 2022 long rains food and nutritional security assessment report.

 

Another 846,000 people in pockets of nine non-ASAL counties are adversely affected and these pockets are in Kiambu, Kirinyaga, Elgeyo Marakwet, Machakos, Murang’a, Siaya, Homa Bay, Nakuru and Migori counties.

 

“These numbers are bound to change based on the performance of the short rains 2022 and its impacts on local livelihoods and although some areas have received rainfall, recovery will take months hence the need for scaled up and sustained response efforts,” the CEO said in the statement.

 

The reported scattered rains in pocket areas is likely to induce abnormal migrations to the grazing zones further accelerating livestock mortalities in the counties of Samburu, Mandera, Isiolo, Lamu, Marsabit and Garissa counties.

 

Conflict over diminishing resources continue to be reported in parts of Laikipia, Samburu, Isiolo, Kitui, Tana River and Garissa.

 

Based on the seasonal forecast, that has seen delayed onset of OND 2022, the drought situation shall remain precarious in majority of the ASAL counties straining food security and elevating drought risk levels.

 

Currently the statement says that the number of counties in the Alarm phase of drought has increased from 10 to 14.

 

These counties are Laikipia, Marsabit, Garissa, Isiolo, Kilifi, Kwale, Samburu, Tana River, Tharaka Nithi, Turkana, Wajir, Kitui, Kajiado and Mandera.

 

Seven counties namely Embu, Narok, Taita Taveta, Makueni, Meru, Nyeri and Lamu are in the Alert drought phase.

 

Apart from Embu and Laikipia which showed marginal improvement, Baringo and West Pokot remained under the Normal drought phase. However, the drought situation remains critical in other parts of the ASALs.

 

Kenya is among the Horn of Africa countries affected by the current severe drought in the region that has left millions across the region, which includes Kenya, Djibouti, Eritrea, Somalia, Sudan, South Sudan and Ethiopia, facing acute food insecurity and malnutrition.

 

The worsening household food security situation has resulted in acute malnutrition rates across the ASAL counties with 942,000 children aged 6-59 months acutely malnourished and 134,000 cases of pregnant or lactating women acutely malnourished and in need of treatment.

 

The health and nutrition sector intensified active case finding and necessary referrals to contain the increasing malnutrition rates

 

The European Union, through NDMA, has disbursed Sh630 million to support interventions in non-food sectors of water, livestock, education, health, peace and coordination.

 

The bulk of the EU funds have been spent on provision of livestock feeds and in the last two months alone, NDMA has provided more than 60,000 bags of drought pellets.

 

In addition, USAID has disbursed Sh42 billion to support various implementing partners such as WFP which is implementing the Lisha Jamii programme worth Sh3.4 billion, while FAO is supporting 14 ASAL counties in provision of livestock feeds and veterinary services.

Rapid Breed Improvement: A Simpler Means of Sustaining Enhanced Dairy Production

It is really impressive to see that human beings have full capability of either making nature sustainable and beneficial to life or abusing it and leaving their own fate in the dark. An instance of this could be how humans are dictating genetics.

The topic of Artificial Insemination, in light of breeding domestic animals, has been drawing repeated local media attention over the past few years. Evidently, this reflects the level of efforts being exerted on the part of the Eritrean Ministry of Agriculture (MoA) towards registering higher livestock productivity on the basis of formulating strategies and raising awareness of farmers.

Today, we present you an interview which is conducted with Mr. Hienok Ghebrehiwet, Head of the Animal Breeding Unit in the MoA, targeting the merits of Artificial Insemination (AI) in dairy cattle and the ongoing efforts of the ministry to this end.

Question (Q): How can we briefly define AI in animals?

Answer (A): AI is a process of animal breeding that involves collecting healthy semen from males of premier genetic profile with the intent of impregnating female counterparts after having the semen tested and stored properly.

Q: Why is the MoA promoting AI in the country?

A: Importing healthy and good-profile bull semen from abroad in a bid to breed the indigenous and exotic species of cattle can ensure two major advantages for us:

Improving the genetic profile of our dairy cattle

Achieving increased dairy productivity in a short period of time.

Q: In a nutshell, what does the background of AI practice look like in our country?

A: It was introduced at the beginning of the 20th century during the Italian period. However, it was practiced at a very limited scope and its subsequent progress was not as it should be due to prolonged war and lack of facilities, coupled with limited awareness which gave rise to a very low number of beneficiary farmers. Following national independence, AI activities started reviving almost from scratch. Now, AI service, which was limited to Asmara and its environs mainly the Central region for a long time, has attained adequate outreach in the Southern and Anseba regions, while it is being applied in the other parts of other regions to a very limited extent.

Q: What exactly are the efforts being made by the MoA toward improving AI services?

A: Currently, we have managed to replace the old liquid nitrogen-manufacturing machines with a new and efficient one which is capable of producing 25 liters of liquid nitrogen per hour. Technically speaking, this means guaranteeing the greatest factor as liquid nitrogen is very essential in preserving semen at a very low and standard temperature.

Moreover, training courses were organized locally and abroad for new and veteran AI technicians, as well as exemplary farmers from all administrative regions of the country with a view to promoting their respective competencies.

Q: So, how is the ensuing outcome like?

A: The Ministry started providing AI services in 1992. Then, we provided AI services for only 406 dairy cattle. However, in 2021, the number reached more than 1600. This year, a total of 1200 dairy cattle in the Central, Southern and Anseba regions have been artificially inseminated in the course of the last 9 months.

Q: How can we describe the merits of AI in dairy cattle?

A: The merits of AI vis-à-vis natural mating can be outlined as follows:

Enables farmers to exploit genetic advantages of high-profile breeds from all over the world and thus bringing about rapid breed improvement

Helps avoid expenses that are necessary for keeping stock bulls (feed, shelter and labor, among others)

Can serve as a strategy of doing away with the spread of diseases such as brucellosis

Is a good means of avoiding inbreeding as farmers usually tend to use the same bull for long time for the purpose of natural mating

Promotes physical safety of cattle as the process evades risks of physical harm resulting from natural mating.

Q: What can we expect in the future as a result of current endeavors?

A: The short-term goals constitute:

Ensuring full AI service outreach in Gash-Barka and Northern Red Sea regions

Introducing ultrasound technology in a bid to identify exact AI timing

Ensuring high number of female calves by resorting to sexed semen, i.e. instead of using conventional semen.

Q: This is our last question and we’d like to give you a chance to convey any professional advises to farmers, if any. 

A: Yes, I’d like to call on farmers to avail themselves to become beneficiaries of AI services with full swing. I would also like to point out that it is essential, for effective AI outcome, that farmers detect their cattle when they are in heat and approach technicians right away.

Assessment meeting of NUEW Swiss branch

The Swiss branch of the National Union of Eritrean Women conducted an activity assessment meeting on 5 November.

Speaking at the event, Ms. Tirhas Tewolde, chairwoman of the union branch, indicated that in the past two years the union branch despite the challenges it has been facing due to restrictions to curb the spread of the COVID-19 pandemic has been able to implement major programs.

Ms. Tirhas said that one of the major programs the union branch implemented included the inauguration of the training center in the Teseney sub-zone that was constructed at a cost of 33 million Nakfa.

At the meeting in which 44 members from 19 branches took part extensive discussion was conducted on the reports presented.

The participants also expressed readiness to strengthen participation in the national development drives and cooperation with other national associations.

NAIROBI, Kenya, 15 novembre 2022 /PRNewswire/ — Les internautes africains bénéficieront bientôt d’un accès plus rapide aux services sur Internet et d’une meilleure protection contre les cyberattaques. La Société pour l’attribution des noms de domaine et des numéros sur Internet (ICANN), en coopération avec ses partenaires régionaux, a procédé au déploiement d’une nouvelle grappe de serveurs racine gérés par l’ICANN (IMRS) à Nairobi, au Kenya. L’ICANN est une organisation à but non lucratif qui coordonne le système des noms de domaine (DNS) et joue un rôle majeur dans la préservation d’un Internet mondial, interopérable et sécurisé.

Les grappes IMRS contribuent à améliorer l’infrastructure DNS dans différents pays, territoires et régions du monde. Il s’agit d’un élément primordial pour favoriser l’accès à Internet et renforcer sa stabilité. La grappe IMRS réduira l’impact d’éventuelles cyberattaques dans toute l’Afrique. Les attaques par déni de service distribué, qui comptent parmi les types d’attaques les plus courantes, consistent à saturer les serveurs en les inondant de requêtes ou de trafic Internet. Les grappes IMRS permettent d’augmenter la largeur de bande et la capacité de traitement des données pour alléger une partie de ce trafic.

Grâce à l’installation de cette grappe IMRS en Afrique, les requêtes Internet peuvent être traitées dans la région, ce qui limite le recours à des réseaux et à des serveurs situés dans d’autres parties du monde. La grappe IMRS renforce également la résilience à l’échelle nationale et régionale en permettant au trafic du serveur racine de rester local.

L’ICANN travaille activement avec la communauté technique africaine depuis le début des années 2000 et contribue au développement des capacités de nombreuses organisations techniques, en étroite collaboration avec le Groupe des opérateurs de réseaux africains et des partenaires tels que l’Organisation africaine des domaines de premier niveau et le Centre d’information sur les réseaux africains.

Il existe cinq grappes IMRS dans le monde : deux en Amérique du Nord, une en Europe, une en Asie et la plus récente en Afrique. Trois autres grappes IMRS seront installées dans les deux prochaines années.

ICANN Investment in Africa Enables Safer, Faster Internet Access Across the Continent

Fifth Worldwide ICANN Managed Root Server Cluster Goes Live in Nairobi, Kenya.

NAIROBI, Kenya, Nov. 15, 2022 /PRNewswire/ — Internet users in Africa will soon have faster access to services on the Internet and better protection from cyberattacks. The Internet Corporation for Assigned Names and Numbers (ICANN), in cooperation with its regional partners, is deploying a new ICANN Managed Root Server (IMRS) cluster in Nairobi, Kenya. ICANN is a global non-profit organization that coordinates the Domain Name System (DNS) and plays a key role in ensuring a global, interoperable, and secure Internet.

An IMRS cluster helps improve DNS infrastructure in any country, territory, or region of the world. It is key to stimulating Internet access and strengthening Internet stability. The IMRS cluster will reduce the impact of potential cyberattacks across Africa. One of the most common types of attacks, distributed denial-of-service attacks, works by overwhelming servers with a flood of queries or Internet traffic. IMRS clusters provide higher bandwidth and data processing capacity to alleviate some of that traffic.

Installing this IMRS cluster in Africa ensures that Internet queries can be answered within the region, which limits its dependence on networks and servers in other parts of the world. The IMRS cluster also boosts national and regional resiliency by helping root server traffic stay local.

“This project is the result of years of collaboration between the local and regional technical community, ICANN, and others. We recognize that having the IMRS cluster at the Kenya exchange point (KIXP) will improve Internet services on our continent for Internet users due to the presence of carriers from across the continent at KIXP,” said Fiona Asonga, Chief Executive Officer of the Technology Service Providers of Kenya, a non-profit organization representing the interests of technology service providers in Kenya.

ICANN has been actively engaging with the African technical community since the early 2000s. It provides capacity development for many technical organizations, working closely with the African Network Operators Group and partners such as the Africa Top Level Domains Organization and African Network Information Centre.

There are five IMRS clusters in the world, two in North America, one in Europe, one in Asia, and the newest one in Africa. Three additional IMRS clusters will be installed in the next two years.
