Mid-term Review of Burkina’s TEPS Sector Reveals 49.52% Physical Execution Rate by Mid-2025

Ouagadougou: The Minister of Employment, A. Roland Somda, chaired a significant session on Thursday, August 7, aimed at reviewing the mid-term performance of the Sectoral Dialogue Framework "Labor, Employment and Social Protection" (CSD-TEPS) for 2025. This review comes amid ongoing security and financial challenges. As of June 30, 2025, the physical execution rate of the sector was reported at 49.52%, while the financial execution rate was notably lower at 19.08%.

According to Burkina Information Agency, the minister emphasized that this review aligns with directives from the Prime Minister as part of the Action Plan for Stabilization and Development (PA-SD 2025-2027), which serves as a guiding framework for government activities. The review's objective is to assess the progress achieved, identify existing challenges, and propose necessary adjustments for the latter half of the year.

Out of 99 planned projects for the first half of 2025, 22 have achieved an execution rate of 100% or more. Meanwhile, 28 projects are underway with an execution rate between 50% and 100%, 22 projects are below the 50% execution mark, and 27 projects have not commenced execution.

Key accomplishments include training 1,200 young individuals for driving licenses, awarding school scholarships to 1,655 girls, educating 47,175 orphans and vulnerable children, issuing birth certificates to 12,765 children, distributing 140 tons of seeds to vulnerable populations, establishing 1,720 agricultural farms, conducting awareness campaigns for over 577,000 people on drug and school violence risks, providing care for 16,698 elderly individuals, and supporting three centers for victims of gender-based violence.

The goals for 2027 are set high, with plans to fund 10,000 self-employment projects, train over 178,000 young people in entrepreneurship, and provide medical care for 203,084 private sector workers.

Minister Somda acknowledged the advancements yet pointed out ongoing challenges related to insecurity, funding, and budget constraints. He urged collective efforts to sustain progress and fulfill the population's rightful expectations.

"Let us live up to this responsibility," he urged as he officially commenced the mid-term review of the 2025 performance of the CSD-TEPS.
