The Horn Of Africa States: Fears About New Bloc – OpEd

First, defining the Horn of Africa is crucial in this analysis. It is the Horn of Africa, the region that shoots out of Africa in the East towards the Red Sea, Gulf of Aden, Somali Sea and the Northern Indian Ocean in the form of a horn.

It contains four countries namely Somalia, Ethiopia, Eritrea and Djibouti, together the SEED countries. It does not include Kenya, or Uganda or South Sudan, which belong to the East Africa Community, but now could be called the Central Africa Community as it has adopted the DR Congo as a member. It also does not include Sudan, as it is part of Northeast Africa and is related more to Egypt than to the actual Horn of Africa States.

Second, the region or the SEED countries can be blocked together as they have so many things in common. They together have a long history dating back to the advent of humankind, the same weather, the same people, although languages may differ, but generally the region is rooted in its Cushitic essence. There are, of course other populations in the region, but the general population belong largely to one ethnic background.

The first fear, therefore is based on the fact that it occupies a vast territory of some two million square km and enjoys a large population of one hundred and sixty million people, most of them from the same ethnic stock. An organized region with all these advantages, would naturally appear a risk to those who currently take advantage of its disturbed governance.

The second fear is related to it being the source of the Blue Nile, which provides fresh water to countries like Sudan and Egypt, and particularly the latter which considers the Nile a national security issue and hence important for its survival. This causes the two countries to conspire against the region, all the time, sometimes using the Arab League and others only the Gulf Co-operation Council countries and sometimes the international community. It was why institutions like the World Bank and the International Monetary Fund and even the African Development Bank refused to finance the Grand Ethiopian Renaissance Dam or the GERD. It had to be financed locally from the region, and now they are against the filling of the Dam.

The third fear is again related to the location of the region. It lies astride one of the most important seaways of the world, particularly since the opening of the Suez Canal, which shortened the distance between the United Kingdom and the then jewel of the British Empire, India, by some 40% both in travel time and costs. It is now even more important because it carries about eleven per cent of the oil and gas exported to Europe and the Americas and some ten percent of global trade. The waterway passes through the waters of the Red Sea, the Bab El Mandeb Straits, the Gulf of Aden, the Somali Sea and the Northern Indian Ocean and here is why it is again important because a large part of the trade that goes to Southern Africa also passes through the waters of the Horn of Africa States in the Indian Ocean. An equally important element in the location of the region is related to the aviation world, for the region is almost located in the centre of air travel between Europe and Australasia.

The fourth fear is related to the neighboring countries of the region who include themselves in the Horn of Africa, when they are not. One often encounters the Greater Horn of Africa, which is not actually a region that exists but which is put forward to include countries like Kenya, South Sudan, Sudan and even Uganda into the formula, to extract some assistance from the donor world. Actually the Horn of Africa States does not need a lot of assistance for it can feed itself, if it was left alone. But wars and man-made famines usually assisted by these countries and their backers add onto the problems of the region, which does not give a chance to the region to breathe and handle its own affairs, more logically and professionally. The region is not without knowledge or good people or the relevant technologies. They were able to preserve meat or butter without refrigeration and store grains for years in underground silos long before many of the civilized people of today. They still do when they are left alone.

There is also the sixth fear of many of the countries of the East Africa Community and more particularly Kenya and Uganda, who fear being alienated and their securities undermined. Other regional blocks such as the East Africa Community or the Central Africa and the Great Lakes Community have their own security architecture. This should not be at the expense of other regions such the formation of a new Horn of Africa States regional block. Definitely, the formation of a new block would change the current architecture of the region, but there is no reason why they could not live together and make arrangements together for each to support the other.

Perhaps the most significant of the fears against a regional block of the Horn of Africa States is the fear that it would undermine the Intergovernmental Authority for Development (IGAD), an organization which puts together countries that share little with each other. IGAD consists of the countries of the Horn of Africa States and other countries that mostly belong to the East Africa Community. One cannot be loyal to two regional organizations that have differing goals, values and missions, which demonstrates why this organization, despite being around for decades, has failed. It is a dysfunctional organization that has only consultative but no effective powers. There is no need for its existence, but its staff would definitely oppose to its dismantling although it does not serve any purpose. It is an NGO financed by Europe, which does not need to be in the way of a Horn of Africa States regional block.

The last fear comes from those who believe in the fake nationalisms of the past. If they were truly patriotic and nationalistic, they could have settled the misgovernance of the region long ago. But is known that they are clans and tribalistic, loyal to their small clans and tribes rather than to anyone else. But they still pose a threat to the formation of a Horn of Africa States region. They may be complimented by military men whose colleagues passed away in the wrong wars among the countries of the region.

But the Horn of Africa States is in progress and will see the light of day in the not too distant future.

Assessment meeting of Eritrean Center of Institutional Excellence

The Eritrean Center of Institutional Excellence organized activity assessment meeting of 2022 and plan of action for 2023 today, 25 February at the National Confederation of Eritrean Workers conference hall.

At the meeting in which partner representatives from various institutions took part, Dr. Abel Habtemariam, acting head of the center, presented report focusing on the major activities conducted in 2022 including training programs organized and research and consultancy services provided in terms of plan of action of 2023.

Dr. Abel said that in 2022 training programs on administration, human resources development, finance and projects administration as well leadership and administration have been organized to various Government institutions.

The participants on their part conducted extensive discussion on the report presented and adopted various recommendations including for proper use of the administrative experiences of Diaspora nationals, reviewing the training of trainers that has been provide, as well as strengthen participation of women among others.

Dr. Abel further noted that organizing training programs for eight organizations, implementation of the improved leadership and administrative service in the Central Region, organizing regular forum for collective discussion and experience sharing, introducing disciplinary measures and ethics of Government employees and workers performance appraisal mechanism are among the plan of action for 2023.

Congress of National Confederation of Eritrean Workers

The Central Committee of the National Confederation of Eritrean Workers conducted its 4th congress on 23 and 24 February in Asmara.

At the congress in which members from the regional offices and central office took part, Mr. Kibreab Kidane, Deputy Secretary General and head of the Organization, presented the activity report of 2022 and programs for 2023.

In his report, Mr. Kibreab said that the national confederation has conducted commendable activities in developing the overall capacity of members through organizing vocational training programs, empowering female members, participation in the national development drives as well as in ensuring the safety of workers at their workplace.

Regarding foreign relations, Mr. Kibreab said that a strong effort has been carried out in preserving the already established relations and in creating relations with other similar organizations.

Mr. Kibreab also said that forming executive committees in the regions, organizing seminars and promotional activities, finalizing the information center, recruiting new members to the confederation, ensuring the safety and health of workers at the workplace, strengthening the vocational training centers as well as finalizing the building at the central office are among the programs for 2023.

Mr. Hagos Gebrehiwet, head of Economic Affairs of the PFDJ, gave extensive briefing on the economic policy of the Government of Eritrea as well as on the effort being exerted to ensure social justice.

Polls Close in Djibouti’s Parliamentary Elections

Polls closed Friday in the tiny Horn of Africa nation of Djibouti, where President Ismael Omar Geulleh’s ruling party faced a single opposition party in parliamentary elections.

Djibouti main opposition parties, including the Movement for Democratic Renewal and Development (MRD) and the Republican Alliance for Democracy (ARD), boycotted the elections, branding the vote as a sham.

“Elections in our country are still not free, not transparent and not democratic,” the MRD said in a statement in January, describing Friday’s vote as nothing more than a “charade.”

“The people of Djibouti are deprived of their right to freely choose their leaders,” it added, denouncing the country’s “single party” system.

At least one voter Friday agreed. “This election is just political exercise for the ruling party, it does not change the situation, whether it is leadership or power shift,” said a 42-year-old man who gave his name only as Hassanle, fearing reprisals.

Only two parties contested seats in the 65-member National Assembly, where veteran President Ismael Omar Guelleh’s ruling Union for Presidential Majority (UMP) is assured of victory.

It is not immediately clear how many of Djibouti’s 230,000 voters cast their ballots on Friday to pick MPs for a five-year term, with the law stipulating that 25 percent of the 65 seats must go to women.

A VOA reporter in Djibouti saw long lines of voters at some of the 586 polling stations.

“Voting is part of respecting democracy and it is a national duty on every citizen. We are contented the peaceful way the election is taking place,” said Djibouti President Ismael Omar Guelleh as he cast his vote.

Abdulmalik Jama Ali, representative for the Union for Democracy and Justice (UDJ), the only other party running for the elections, told VOA that his party was happy with the election process.

“We are satisfied how things go and have no complaint,” said Ali.

“For us everything looks beautiful,” said Muhiyadin Abdirahman Ibrahim, a delegate from Guelleh’s party, the Union for Presidential Majority (UMP).

The VOA reporter says vote counting will start Friday night and the official results are expected within hours.

The country’s last presidential poll, in April 2021, saw Guelleh re-elected for a fifth term with 97 percent of the vote,

In the last legislative ballot in 2018, the UMP — which emerged from a party that ruled Djibouti since independence from France in 1977 — won 58 seats, with the UDJ taking five of the remained seven.

Guelleh, 75, took over the country from his uncle in 1999 and has since ruled Djibouti with an iron fist.

It is not clear if he will run for a sixth term, because of an age limit of 75 set in the 2010 constitution.

Flanked by Eritrea, Ethiopia and Somalia, and across the sea from Yemen, the desert nation has remained stable in a volatile neighborhood and benefitted from its strategic location by investing heavily on ports and logistics infrastructure, and hosting bases for foreign military powers including France, the United States and China.

It dreams of becoming the “Dubai of Africa” with the help of foreign investment, notably from China.

The Asian giant helped fund a rail link between Djibouti and the Ethiopian capital, Addis Ababa, which opened in 2017. It is also financing Africa’s biggest free trade zone.

In January, the government announced a memorandum of understanding with a Hong Kong-based company to build a $1 billion commercial spaceport expected to take five years to build.

Supercar Rental Company Classic Parade lance le premier service de paiement en cryptomonnaie au Royaume-Uni

LONDRES, 23 févr. 2023 (GLOBE NEWSWIRE) — L’une des principales sociétés de location de supercars du Royaume-Uni vient de lancer un système de paiement par cryptomonnaie pour louer les supercars les plus impressionnantes au monde. Les clients peuvent désormais choisir de payer pour une sélection de plus de 100 supercars de 28 marques de luxe en cryptomonnaie Bitcoin ou Ethereum, ainsi qu’en livres sterling. L’une des voitures disponibles dans leurs showrooms à Londres, Manchester et Édimbourg est la Bugatti Chiron de 2,4 millions de livres sterling, qui coûte 200 000 livres sterling par jour à la location, soit 220,75 ETH, ou 11,696 BTC.
